Why no increase?
- Cost recovery: DVSA is funded by fees. Demand has risen faster than costs in absolute terms.
- Political sensitivity: a fee that affects 17-year-olds is uniquely visible in election cycles.
- Efficiency gains: digital booking has reduced admin overhead.
