What 46.8% at Exeter actually means for your budget.

Over 2025/26 the examiners at Exeter conducted 8,679 car practical tests and issued 4,061 passes. The resulting 46.8% makes it a high-volume centre sitting 240th of 308 on the national pass-rate table and 16th of 21 in South West.

That is 3.2 percentage points below the 50.03% national figure, and 5.0 points below the 51.7% average for South West. Low pass rates cluster where test routes carry heavy traffic, multi-lane junctions and frequent bus lanes. The examiners are not stricter; the roads give a candidate more chances to make a serious fault.

Turn 46.8% into money. One divided by the pass rate gives 2.14 expected attempts before a first pass, so the average candidate at Exeter pays the £62 weekday DVSA fee about 2.14 times, or £133. Add 1.14 expected retakes at 7 hours of extra tuition each, charged at the South West rate of £36 an hour, and the extra lessons come to £287. The test cycle at Exeter is therefore about £419. Before moving, price the switch: a new instructor or extra travel for route familiarity typically costs £60 to £120 plus two settling-in lessons, which eats most of a gap under about eight points.

A 17-year-old passes at 56.1% here. A 25-year-old passes at 44.9%.

DVSA publishes Exeter broken down by single year of age, and the two ends of that range behave like different centres. 1,935 tests were taken here by 17-year-olds and 56.1% of them passed; 247 were taken by 25-year-olds and 44.9% passed. That is 11.2 points, against 14.9 points between the same two ages across Great Britain.

Put that through the same arithmetic the rest of this page uses and the gap stops being academic. A 17-year-old at Exeter expects 1.78 attempts, £308 in fees and retake lessons.
